Phulara ridge in winter

You have asked a very good question here. If you go just by the altitude and region, we might think about Phulara Ridge being possible.
However, the reality is something else.

Since the ridge is like a knife edge and a long one, crossing this section with snow can be a nightmare and very dangerous.
This trek lies in the shadow region where snow doesn't melt until the end of the Spring season.

That is why there is only a very short window for doing this trek - The summer season either between the end of May and June or the next window is during the Autumn season of mid September and to  November.
